Section 1. Alternative attendance programs. Creates an alternative attendance special education adjustment for certain “identified charter schools.” Applies the alternative adjustment to a charter school located in a school district in a city of the first class in greater Minnesota or that is home to a State Academy, and where at least 80 percent of the charter school’s enrollment is resident to that school district. Limits the amount of the charter school’s unreimbursed special education costs to not more than the combined school district and charter school districtwide rate for each hour of special education services provided by the charter school.

Section 2. Duluth school district; base adjustment. Requires the commissioner of education to increase the fiscal year 2016 base for the Duluth school district by $1,075,000. (The fiscal year 2016 base is an input to current year special education aid calculations. Under current law, raising the 2016 base for the Duluth school district will increase initial special education aid to the Duluth school district for future years.)

Section 3. Appropriations. Appropriates money for special education aid for fiscal years 2020 and 2021.
