Section 1. School breakfast program. Provides a definition for “Breakfast after the Bell” programs and other breakfast service models including “breakfast in the classroom,” “grab and go breakfasts,” and “second chance breakfasts.” Authorizes additional state aid for Breakfast after the Bell programs.

Section 2. Appropriation; school breakfast. Appropriates money for school breakfast aids, including breakfast after the bell aids. Requires the commissioner of education to report on breakfast after the bell programs and recommend legislative actions to increase participation in school breakfast programs, including breakfast after the bell programs.
