Sections 1 to 6. Flexible learning year modifications. For the 2019-2020 school year and later, removes the commissioner of education’s authority to approve or disapprove school district flexible learning year programs. Authorizes school boards to adopt flexible learning year programs. Makes other conforming and technical changes.

Section 7. Flexible learning year; rule amendment. Directs the commissioner of education to amend Minnesota Rules to remove the commissioner’s authority over approving or disapproving school district flexible learning year programs.
