Section 1. Basic alternative teacher compensation aid.

  1. For fiscal year 2021 and later, increases the proportion of school district alternative teacher compensation (q-comp) revenue that is recognized as basic q-comp aid from 65 to 70 percent, and increases the basic q-comp aid amount for students enrolled in a charter school.
  2. For fiscal year 2019 and later, increases the statutory limit on basic q-comp aid in order to eliminate the aid proration on current q-comp participants and to extend the program to those districts currently on the waiting list.

Section 2. Alternative teacher compensation levy. For levies payable in 2020 and later, increases the equalizing factor for the q-comp levy.

Section 3. Appropriation; alternative teacher compensation. Appropriates money for q-comp aid.
