S.F. No. 956 amends the Minnesota State Colleges and Universities chapter of law by establishing the community and technical college grant program.

Section 1 (136F.39, subdivision 1) requires the board to develop a grant program in accordance with this section.  The board must develop policies and adopt rules as necessary to implement and administer the program.

Subdivision 2 lists the eligibility criteria for the program.

Subdivision 3 requires that an eligible student receive a grant award equal to the student cost, which is the cost of tuition for the semester after federal grants and scholarships are subtracted, multiplied by the phase-in percentage.  The phase-in percentage is ten percent in 2020, and increases ten percent per year until it reaches 100 percent in 2029.

Section 2 appropriates funds from the general fund to the board for purposes of section 1.
