Section 1.  Term of license and renewal.  Limits Tier 1 licensure renewal to one time, unless there is good cause for renewal.

Section 2.  Limitations on license. Allows a Tier 1 licensed teacher to be included in the teachers’ bargaining unit.

Section 3.  Requirements.  Eliminates coursework requirements for a Tier 2 licensure candidate.

Section 4.  Term of license and renewal.  Limits Tier 2 licensure renewal to two times.

Section 5.  Coursework.  Eliminates the ability to obtain a Tier 3 license based on three years of teaching experience with a Tier 2 license without being placed on an improvement process.

Section 6.  Mentorship and evaluation.  Allows a Tier 3 teacher to satisfy the mentorship requirement through participating in a program during the teacher’s first year in a new district, including a year when they held a Tier 1 or Tier 2 license. Prohibits a Tier 3 teacher from being required to serve as a mentor to another teacher.

Section 7.  Requirements.  Eliminates the requirement that a Tier 4 licensure candidate prove that their most recent summative evaluation did not place them on an improvement process.

Section 8.  Mentorship and evaluation.  Allows a Tier 4 teacher to satisfy the mentorship requirement through participating in a program during the teacher’s first year in a new district, including a year when they held a Tier 1, Tier 2, or Tier 3 license. Prohibits a Tier 4 teacher from being required to serve as a mentor to another teacher.

Section 9.  District Verification and Reporting of Teacher Licenses.  Requires a superintendent or charter school to provide the school board with the number of teachers in each building with Tier 1, 2, 3, or 4 licenses. The department and the school board must publish this data on their websites.

Section 10.  Development, evaluation, and peer coaching for continuing contract teachers. Limits placement of students in classrooms of teachers holding a Tier 1 or Tier 2 license.

Section 12.  Repealer.  Repeals coursework requirements for Tier 2 licensure candidates.
