Section 1.  Remaining “Made in Minnesota” solar energy production program incentive obligation; appropriation. By June 30, 2019, requires the commissioner of commerce to determine the total remaining obligation for the "Made in Minnesota" solar energy production incentive program and report the amount determined to the commissioner of management and budget and the legislature. Appropriates from the renewable development account the amount determined by the commissioner to complete the remaining obligation. Requires the commissioner to make the remaining incentive payments to owners by October 15, 2019.

Section 2.  Final “Made in Minnesota” solar energy production program administration; appropriation. Appropriates money to the commissioner of commerce for administration costs to run out the “Made in Minnesota” solar energy production incentive program.

Section 3.  Repealer. Repeals Minnesota Statutes, section 216C.417, the “Made in Minnesota” program administration statute, effective the day following the last day final “Made in Minnesota” payments must be made by the commissioner of commerce.
