S.F. No. 1982 establishes a state agency hearing for a county to dispute the cost of care for clients in state-operated facilities, when the client’s discharge is delayed due to lack of notice that the client no longer qualifies for the facility’s services, due to the facility’s disagreement with the county’s recommended discharge plan, due to incomplete paperwork, or due to a lack of available beds for individuals who qualify for safety net services. The bill also precludes the commissioner of human services from recovering the disputed cost amount from the client.
