SF 973 establishes an advisory council on rare diseases.

Section 1 (137.68, subdivision 1) requests the University of Minnesota to establish an advisory council on rare diseases to provide research, diagnosis, treatment, and education related to rare diseases.  Defines rare disease.

Subdivision 2 states that the Board of Regents is to appoint the public members of the advisory council and that four members of the Legislature are to be appointed to the council.

Subdivision 3 requires the first meeting of the council to be held by October 1, 2019.

Subdivision 4 specifies the duties of the council.

Subdivision 5 specifies that the advisory council members are subject to the Board of Regents policy on conflicts of interest.

Subdivision 6 requires the council to submit an annual report to the Legislature on the council’s activities.

Section 2 appropriates money from the general fund to Commissioner of Human Services for transfer to the Board of Regents of the University of Minnesota for the advisory council under section 1.
