Section 1 states that tuition rates at the University of Minnesota for the 2019-2020 and 2020-2021 academic years must not exceed the rates for the 2018-2019 academic year.
Section 2 states that tuition rates at the Minnesota state universities for 2019-2020 and 2020-2021 academic years must not exceed the rates for the 2018-2019 academic year. Tuition rates at Minnesota state colleges for the 2019-2020 must be one percent lower than the tuition rates in 2018-2019, and tuition for 2020-2021 academic year must not exceed the tuition rates for the 2019-2020 academic year.
