Section 1, paragraph (a) requests that the Board of Regents of the University of Minnesota develop a clinical mental health training program located in outpatient child psychiatric care clinics for pediatric residents.  Specifies what the training must include.

Paragraph (b) requires the Board of Regents to report to the legislative committees with jurisdiction over higher education issues on the training program, including measured outcomes used to evaluate the impact and effectiveness of the training program.

Section 2 appropriates onetime funding from the general fund to the Board of Regents for the planning, design, and implementation of the training program under section 1.
