S.F No. 1684 allows the city of Scandia to establish a subordinate service district in order to assist in the creation or expansion of broadband service.

Subdivision 1 allows the city of Scandia to establish a subordinate service district.  This section carves out an exception to the subordinate service district law under Minnesota Statutes, chapter 365A, to allow the district to be within the city of Scandia boundaries.  Current law states that the district cannot “embrace an entire town.”

Subdivision 2 requires 25 percent of the property owners in the part of the city proposed for the district to sign a petition to create the subordinate service district.  Current law requires 50 percent of property owns to sign the petition.

Subdivision 3 specifies that the only purpose for which the city may establish the subordinate service district is to assist in the creation or expansion of broadband service, including financing the necessary capital improvements for the service.
