Section 1.  District aid. Removes the $16 per pupil reduction in a district’s Internet access equity aid if the district is not part of an organized telecommunications access cluster.

Effective Date. Makes the section effective for revenue for fiscal year 2020 and later.

Section 2.  Telecommunications/Internet access services for nonpublic schools. Amends the calculation of a school district’s aid for providing services to a nonpublic school to be the lesser of the nonpublic school’s approved costs for the previous fiscal year or the product of the district’s aid per pupil times the number of weighted pupils enrolled at the nonpublic school the previous school year.

Effective Date. Makes the section effective for revenue for fiscal year 2020 and later.

Section 3. Appropriations. Appropriates blank amounts in fiscal year 2020 and 2021 for equity in telecommunications access aid. Allows for proration of the aid.
