Section 1. Days and hours of instruction; 2018-2019 school year snow days.

(a) Authorizes a local school board, by resolution, to count days and hours of instruction lost because of snow days during the 2018-2019 school in the calculation of average daily membership for certain pupils. The pupils include kindergarten pupils with a disability, prekindergarten pupils enrolled in a voluntary prekindergarten or school readiness plus program, and pupils enrolled in a learning year program.

(b) Requires a district to report to the commissioner if the district would have fallen short of the required days and hours of instruction without the authority provided in this section. Encourages these districts to adopt an e-learning day plan.
