Section 1. Electric vehicles. Increases the annual surcharge on all-electric vehicles from $75 to $250.
Section 2. Hybrid vehicles. Imposes an annual surcharge of $125 of hybrid vehicles.
Section 3. Hybrid vehicles. Defines hybrid vehicles as vehicles that are propelled by a combination of an internal combustion engine and an electric motor, a battery, or other power source.
