S.F. No. 156 modifies the municipal rights, power, and duties chapter of law, specifically the joint exercise of powers section, by modifying the definition of “governmental unit” to include service cooperatives under Minnesota Statutes, section 123A.21, which are comprised of nine educational service agencies geographically distributed across the state. The service cooperatives perform planning on a regional basis and assist in meeting specific needs of its members.
