Section 1. Cursive handwriting. Requires the commissioner of education to develop a model curriculum, including instructional materials, designed to enable students to develop legible cursive handwriting skills by the end of grade 5.

Section 2. Appropriation. Appropriates money in fiscal year 2020 only for grants to school districts to adopt a cursive handwriting curriculum.
