Section 1.  Accessibility; public buildings.  Specifies that the state building code must require new public buildings and existing public buildings, when remodeled, to be accessible to and usable by persons with disabilities.  This clarifies statutory language without imposing any new requirements beyond those that already exist under state and federal law.
