Section 1. Provided services. Requires that each district provide guidance and counseling services to pupils enrolled in a nonpublic or an American Indian-controlled tribal contract or grant school located within the school district. Uses the definition of "guidance and counseling services" as provided in Minnesota Statutes, section 123B.41, subdivision 14, meaning "all activities of a licensed counselor in counseling pupils and parents, providing counseling on learning problems, evaluating the abilities of pupils, assisting pupils in personal and social development and providing referral assistance."

Effective Date. Effective for revenue in fiscal year 2020 and later.

Section 2. Guidance and counseling services; allotment. Modifies the calculation of the nonpublic pupil aid allotment for guidance and counseling services to include services provided to elementary pupils.

Effective Date. Effective for revenue in fiscal year 2020 and later.

Section 3. Computation of maximum allotments. Clarifies that the calculation of the maximum allotment includes guidance and counseling services provided to elementary pupils.

Effective Date. Effective for revenue in fiscal year 2020 and later.

Section 4. Appropriation. Provides a blank appropriation from the general fund to the Commissioner of Education for fiscal years 2020 and 2021 for nonpublic pupil aid.
