S.F. No. 620 imposes a fine of not less than $100 for a person driving at less than the speed of traffic in the left lane. Exceptions to this include when a vehicle is preparing to exit a controlled access highway by using a left exit. The commissioner of public safety is required to conduct a public awareness campaign to increase public knowledge of the prohibition of driving slowly in the left lane.
