S.F. No. 324 adds nonprofit nursing facilities in Moorhead to the existing nursing facility payment rate exemption for nonprofit nursing facilities in Breckenridge. The existing exemption allows nonprofit nursing homes in Breckenridge to receive an operating payment rate that is the greater of a rate based on the standard Minnesota rate methodology or a rate based on a comparable rate methodology using North Dakota cost data. The bill also exempts both Moorhead and Breckenridge nonprofit nursing facilities from the Minnesota rate limits if the adjustments under this subdivision result in a rate that exceeds the limits. This section is effective for the rate year beginning January 1, 2021.
