Section 1. Long-term facilities maintenance revenue. Beginning in fiscal year 2021, eliminates the per-pupil cap on long-term facilities maintenance (LTFM) revenue. Authorizes district revenue in the amount necessary to finance the district’s LTFM plan.

Sec. 2. Facilities plans. Authorizes district LTFM plans to include provisions for enhancing school safety through physical modifications to school facilities. Makes the section effective for taxes payable in 2020 and later.

Sec. 3. School safety facility enhancements. Authorizes district LTFM plans to include provisions for enhancing school safety through physical modifications to school facilities, including remodeling and new construction, public announcement systems, emergency communications devices and other modifications related to violence prevention and facility security. Makes this section effective for taxes payable in 2020 and later.

Sec. 4. Allowed uses for long-term facilities maintenance revenue. Makes conforming changes. Authorizes charter schools to use LTFM revenue for school safety facility enhancements. Makes this section effective for taxes payable in 2020 and later.

Sec. 5. Restrictions on long-term facilities maintenance revenue. Makes conforming changes. Makes this section effective for taxes payable in 2020 and later.
