Section 1 references where open meeting requirements for meetings of the board established by this bill are codified.
Section 2, subdivision 1 creates the Real Estate Appraisal Advisory Board, having seven members appointed by the commissioner of commerce and the commissioner. Requirements for membership are specified.
Subdivision 2 provides that the terms, compensation, and removal of members is governed by section 15.059. Members are limited to two consecutive terms.
Subdivision 3 establishes a majority of the board as a quorum. If the board has a vacancy, a majority of remaining members is a quorum.
Subdivision 4 requires the board to meet quarterly and meetings may be convened by the chair or three members on ten days’ notice.
Subdivision 5 provides that meetings of the board are subject to the open meeting law.
Subdivision 6 requires the board to elect officers. The chair presides over meetings and coordinates with the commissioner on the agenda.
Subdivision 7 requires the commissioner to report on a quarterly basis a list of (i) appraisal courses denied credit; and (ii) public disciplinary actions taken against an appraiser.
Subdivision 8 establishes duties of the board.
Subdivision 9 expires the board on January 1, 2030.
Section 3 sets deadlines for the commissioner to appoint members and to convene the first meeting of the board.
