Overview
S.F. 2611 modifies the process for electing members to the Board of Regents of the University of Minnesota by replacing the Regent Candidate Advisory Council (RCAC) with the Legislative Commission on Regents Selection (LCRS).
Section 1.
Subd. 1. Establishment. Makes a conforming change by renaming the council as a legislative commission.
Subd. 2. Membership. Members of the LCRS serve at the pleasure of the appointing authority and are selected as follows: (1) four house representatives, two appointed by the speaker of the house and two appointed by the minority leader; and (2) four senators, two appointed by the majority leader and two appointed by the minority leader. First appointments must be made by September 1, 2018. The speaker of the house must appointment the first chair, and thereafter the chair alternates biennially between a designee of the senate majority leader and a designee of the speaker.
Subd 3. Duties. Adds the University of Minnesota Alumni Association to the groups and individuals the LCRS must consult with to develop selection criteria. The LCRS must recommend one to three candidates for each vacancy.
Subd. 5. Support services. Requires the Legislative Coordinating Commission to collect regent candidate application materials and send them to the LCRS.
Section 2.
Subd. 2. Regent nomination joint committee. The joint committee may recommend candidates other than those proposed by the LCRS if the nominee receives the support of at least four (previously three) house representatives and three (previously two) senators.
