SF 2890 amends the effective dates and expiration dates of certain base wages used in the disability waiver rate system (DWRS) for the purposes of setting rates for employment services. 

Paragraph (a), clause (1) is not a substantive change.

Clause (2) changes the effective date for the base wage for staff providing employment exploration services, employment development services, and employment support services to waiver participants.  For staff serving participants whose rates are subject to banding, the effective date of the base wage is changed from January 1, 2018, to January 1, 2020.  For staff serving waiver participants whose rates are not subject to banding, the effective date of the base wage is changed from January 1, 2018, to upon federal approval.

Clause (3) is not a substantive change.

Paragraph (b) is not a substantive change.

Paragraph (c) is not a substantive change other than those already described in paragraph (a), clause (2).

Paragraph (d) has no change.

Paragraph (e) extends the expiration of the base wage for supported employment staff from upon federal approval to January 1, 2020.
