The bill expands the ability of a trade association for motor fuel retailers to access driver records when they act on behalf of a member retailer who has had motor fuel taken without payment.  The bill also clarifies data practices law regarding the use of vehicle registration data.

Section 1 amends the “public safety data coded elsewhere” section of the Data Practices Act to clarify that the use of vehicle registration data is governed by section 168.345.

Section 2 expands the fee exemption for inquires on driver and vehicle records.  Allows trade associations for motor vehicle retailers to inquire into vehicle records without a fee, if the association is acting on behalf of a retailer who had fuel taken without payment.

Section 3 allows the Department of Public Safety to provide information about vehicle lessees to trade associations for motor fuel retailers, if the association is acting on behalf of a retailer who had fuel taken without payment.
