Section 1 [Calcareous fens] directs the DNR commissioner to allow temporary reductions on a seasonal basis in groundwater under an approved management plan, when the groundwater resources affect a calcareous fen.

Section 2 [Transfer of water use permit] directs the DNR commissioner to transfer a water use permit to a successive owner, when notified.

Section 3 [Management plans; economic impacts] directs the DNR commissioner to provide estimates of the economic impacts of changes the commissioner is requiring to a water use management plan for appropriating water.  Strategies for addressing the economic impacts must be included in the plan.

Section 4 [Preliminary well construction approval] directs the DNR commissioner to provide information used in making a decision when the commissioner denies a groundwater use permit or issues a reduced or restricted groundwater use permit.

Section 5 [Groundwater management areas] directs the DNR commissioner to provide estimates of the economic effect of new restrictions or policies changed in a groundwater management area plan.

Section 6 [Well interference and testing] requires a 2.5 percent per year depreciation schedule when determining the costs to a permittee or applicant as a result of an agreement for a well interference claim.
