This bill requires the commissioner of transportation to conduct a study on highway construction costs. An unspecified amount is appropriated in fiscal year 2018 from the general fund to the commissioner to complete the study.

The study must include: an overview of any construction cost issues; a cost comparison with other states and regions and an identification of Minnesota-specific factors affecting costs; an evaluation of the method for calculating costs in Minnesota; and recommendations for road authorities and the legislature in order to reduce costs.

The commissioner must submit a report on the study to the legislature by February 15, 2018.
