Section 1.  Suburb-to-suburb transit demonstration project; appropriation. This section appropriates $4,500,000 to the Met Council for the suburb-to-suburb transit demonstration project. The Met Council must use the entire appropriation to provide financial assistance to replacement service providers (often referred to as the opt-out providers). 

The replacement service providers must collectively identify one or more projects for financial assistance. The criteria for evaluating and selecting projects are: (1) scope of service offering improvements; (2) integration with transit facilities and major businesses and suburban centers; (3) the extent to which a proposed rout complements existing transit service; and (4) density of employment along a proposed route.
