This bill requires the commissioner of public safety to issue special “Start Seeing Motorcycles” license plates, and creates a new section of statute establishing the plates.
Subdivision 1. [Issuance of plates.] The commissioner must issue plates to an applicant who is the registered owner of a vehicle, pays the registration tax and other fees required under current law, and complies with laws governing registration of motor vehicles and licensing of drivers. An applicant must pay an additional $10 for each set of plates, and must make a $10 minimum annual contribution to the motorcycle safety fund.
Subdivision 2 [Design.] This subdivision directs American Bikers for Awareness, Training, and Education of Minnesota to design the plates, subject to approval by the commissioner of public safety.
Subdivision 3. [Plates transfer.] The plates may be transferred to another vehicle owned by the person to whom the plates were issued, upon payment of $5 transfer fee.
Subdivision 4. [Exemption.] Submission of a request to the commissioner to issue the plates is not required.
Subdivision 5. [Fees.] Fees collected under this Act, except the donation to the motorcycle safety fund, are credited to the vehicle services operating account in the special revenue fund.
Subdivision 4. [No refund.] Contributions made under this Act must not be refunded.
EFFECTIVE DATE. This Act is effective January 1, 2018, for plates issued on or after that date.
