Section 1 (256D.01, subd. 1a) expands the general assistance program to include families with children who are ineligible for federal programs and unable to provide for themselves.

Section 2 (256D.05, subd. 1) amends the eligibility for the program to include a person who is unemployed and looking for work, and families with at least one child who are ineligible for MFIP due to the 60-month time limit.
