Section 1 (256K.50) subdivision 1 establishes the unlocking opportunities grant program, which awards grants to providers committed to and capable of serving locked-out individuals with community-based housing services.

Subdivision 2 defines the following terms: at risk of being homeless, commissioner, homeless, and locked-out individual.

Subdivision 3 requires the commissioner to report biennially beginning in October 2018, and lists the information that must be contained in the reports.

Subdivision 4 lists the services that must be provided.  The provider recipient shall use the grant to provide locked-out individuals with affordable housing, such as project-based housing or rental assistance, and at least four of the services listed in this subdivision.

Section 2 appropriates $14,100,000 of the program established in section 1.
