Chapter 127 establishes a licensing requirement under the Board of Cosmetologist Examiners to apply, remove, or trim eyelash extensions, effective July 1, 2017.

Section 1 [Eyelash Extensions] and Section 2 [Eyelash Technician] define new terms.

Section 3 [Manager] adds eyelash technicians to the list of practitioners who may be licensed to be a manager of a salon.

Section 4 [Practitioner] adds eyelash technicians to the list of licensed practitioners.

Section 5 [Licensing] requires a license to be an eyelash technician.

Section 6 [Continuing education requirements] adds eyelash technicians to the list of licensees who require certain continuing education for license renewal.  Makes changes to continuing education requirements for licenses administered by the Board of Cosmetologist Examiners.

Section 7  [Licensing] requires that an eyelash technician may only provide services at licensed salons.

Section 8 [Effective Date; Application] makes the effective date the day following final enactment.  Provisions relating to regulating eyelash technicians will not be enforced until July 1, 2017.  Educational or training requirements for eyelash technicians to be developed by the Board of Cosmetologist Examiners must be 14 hours.
