S.F. No. 2432 - Medical Assistance Dental Coverage and Reimbursement Changes (First Engrossment)

Author: Senator Julie A. Rosen

Prepared By:

Date: April 12, 2016

SF 2432 makes changes to the dental services covered under medical assistance and modifies the reimbursement rate to dental services increases enacted last session.

Section 1 (256B.0625, subd. 9c) specifies that medical assistance covers oral health assessments if the assessment uses the risk factors established by the Commissioner of Human Services and is conducted by a licensed dental provider in collaborative practice to identify possible signs of oral or systemic disease, malformation or injury, and the need for referral for diagnosis and treatment.

Section 2 (256B.76, subd. 2) specifies that effective January 1, 2017, payment rates for dental services provided outside the seven-county metropolitan area are increased by 9.65 percent above the rates in effect on June 30, 2015.  This replaces the payment rate increase for dental services that was passed last session that applied to dental services furnished by dental providers located outside of the seven-county metropolitan area.
