Section 1 appropriates an unspecified amount in fiscal year 2017 from the general fund to the Metropolitan Council for a grant to the city of St. Paul for outreach, education, and engagement to minority and new American communities concerning development of transit way corridors.  Of the grant money, 30 percent must be used for ethnic radio programs and dissemination of information by credible liaisons in the oral-culture communities.  The appropriation is available until expended.
