S.F No. 2563 creates a new section of law (Minnesota Statutes, section 103B.70) requiring the Board of Water and Soil Resources (BWSR) to coordinate goals and strategies for the Minnesota River basin.

Section 1 [Minnesota River Basin Plan Development and Coordination] Subdivision 1, [Coordination] requires BWSR to develop and coordinate Minnesota River basin goals and strategies for sediment reduction, flow reduction, and nutrient reduction by December 31, 2017.

Subdivision 2 [Comprehensive watershed management plans] requires comprehensive watershed management plans developed for the 13 major watersheds within the Minnesota River basin to include the goals and strategies developed under subdivision 1. Requires the plans to be completed by December 31, 2020.

Subdivision 3 [Local advisory committee] specifies that membership of the local advisory committee to advise BWSR shall include citizens and elected officials that are representative of the 13 major watersheds and represent a diversity of interests and sectors within the basin.  Requires BWSR to convene a meeting of the local advisory committee at least once annually.

Subdivision 4 [Report] requires BWSR to submit a report to the legislature by January 15, 2018, and then every two years, on the goals and strategies developed and the progress in meeting those goals and strategies.

Section 2 [Appropriation] appropriates $1,250,000 in fiscal year 2017 from an unspecified fund to BWSR for implementation of Minnesota River basin plan development and coordination. Of that amount, $1,000,000 is for grants up to $250,000 to local government units within a single watershed in the Minnesota River basin to initiate comprehensive watershed management plans.
