SF 805 allows active military personnel to obtain an annual state park permit at no cost.

Section 1 [Military personnel; exemption] modifies the existing program for free state park permits for military personnel.  The existing program provides free daily permits to state parks to a person in active military service.  Section 1 makes annual state park permits available without charge to active military personnel and their dependents.  The commissioner of natural resources must establish identification requirements to obtain a free annual permit.  The annual permit is only valid when displayed on a vehicle owned and occupied by the person to whom the permit was issued.  Military personnel and their dependents who do not own or operate a vehicle can obtain a free daily permit.

Section 2 [Free entrance; disabled veterans] modifies the existing program for free annual permits to state parks for certain veterans.  The existing program provides free annual permits to veterans with a specified level of service-connected disability, and provides a free daily permit to a veteran with any level of service-connected disability.  Section 2 permits veterans with any level of disability to obtain a free annual park permit.  In addition, section 2 expands the types of validation to prove eligibility for a free annual permit.  The annual permit is only valid when displayed on a vehicle owned and occupied by the person to whom the permit was issued. A veteran who does not own or operate a vehicle can obtain a free daily permit.
