Section 1 allows the commissioner of commerce, upon recommendation of the fraud bureau, to impose an administrative penalty for insurance fraud in an amount of $1,000 to $20,000 per violation based on the value of property or services wrongfully obtained, and to order restitution.

Section 2 prohibits an insurer from settling a claim within 30 days of an accident unless the insurer notifies the insured of the right to consult with an attorney.

Section 3 prohibits a person convicted of insurance fraud from enforcing a contract for payment of services eligible for no-fault medical benefits.

Section 4 creates a crime of accident victim solicitation.
