Section 1 [Definition of “sell”] eliminates the giving away of seeds from the definition of “sell” for the purposes of the Minnesota seed law.  With this change, regulation under the Minnesota seed law will not apply to giving away seeds.

Section 2 [Exemption] adds an exemption from regulation under the Minnesota seed law for religious, charitable, scientific, literary, or educational organizations that receive less than $5,000/year in gross receipts.  This section also exempts interpersonal sharing of seeds from regulation under the seed law.
