Section 1. Local optional revenue. Provides that, for a school district with any area located in the Minneapolis-St. Paul-Bloomington Metropolitan Statistical Area (MSA) delineated in 2009 by the United States Census Bureau, the local optional revenue allowance equals $500, and $450 for all other school districts.

The MSA defined in this section includes the counties of Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington, and Wright.

Section 2. Referendum allowance. Strikes obsolete language related to the conversion of pupil weights and referendum allowances in fiscal year 2015.  Simplifies the calculation of district referendum allowances.  Delinks local optional revenue from the calculation of referendum allowances.

Effective Dates:  All sections are effective for revenue for fiscal year 2017 and later.
