Repeals the requirement for an annual adjustment to the cigarette excise tax.  The annual adjustment requirement, enacted in 2013, was based on the change in the average retail price of cigarettes over the past year.  The new rate was increased from $2.83 per pack of 20 cigarettes to $2.90 per pack and was effective January 1, 2015.  As proposed to be amended, the bill repeals the annual adjustment requirement and permanently sets the excise tax at $2.90 per pack.
