Section 1 directs the Commissioner of Natural Resources to issue without a fee an annual or daily park permit to a vehicle used by a holder of a driver’s license or state identification card that bears the Purple Heart designation provided in section 2.  This section is effective January 1, 2016.

Section 2 directs the Department of Public Safety to issue, to a qualified applicant who shows proof of eligibility, a driver’s license or state identification card that bears a Purple Heart designation.  The commissioner must consult with interested groups concerning the design.  This section is effective immediately for applications submitted the later of January 1, 2016, or the day the relevant portions of the new DVS information technology system are implemented.
