This bill provides additional funding for disaster relief directed to various areas of the state affected by heavy rain and floods in June 2014.  The appropriations made in the bill are funded by transfers and cancellations of unexpended appropriations provided for previous disasters. 

Section 1 [Emergency Management; Transfer] transfers $9,635,000 from the general fund to the disaster assistance contingency account in Minnesota Statutes, section 12.221, subdivision 6.  The disaster assistance contingency account contains a standing appropriation for disaster relief in federally declared disaster areas and state-declared disaster areas.

Section 2 [Transfer of Unexpended Appropriations] transfers the unexpended amount of 2011 disaster appropriations to the disaster assistance contingency account and cancels $12,865,000 of unexpended general fund appropriations from 2012 disaster appropriations to the general fund.

Section 3 [Department of Transportation; Appropriation] appropriates $3,000,000 in fiscal year 2015 only for the 20 percent local match funding required to obtain federal funds to repair local roads damaged by the floods in June 2014.

Section 4 [Board of Water and Soil Resources] appropriates $2,476,000 for Board of Water and Soil Resources projects authorized under Minnesota Statutes, section 12A.05, subdivision 2.  This includes in the 2014 disaster area the installation, repair, and rehabilitation of diversion, sediment, and water quality watershed protection projects.  This onetime appropriation is available until June 30, 2018. 

 Section 5 [Effective Date] makes the bill effective the day following final enactment.
