Section 1 (Tax committee amendment) provides that farm wineries shall be treated as wholesalers for the excise tax imposed on certain wines.
 
Section 2 gives exemptions from alcohol excise taxes for home brew (S.F. 2604, Saxhaug) and bulk distilled spirits or wine used for input to the final product at a farm winery (S.F. 2090, Dahle).
 
Sections 3 and 4 (S.F. 2090, Dahle) provide definitions of bulk distilled spirits and bulk wine.
 
Section 5 (S.F. 2014, Pappas) allows microdistilleries to sell their products at on-sale if issued a cocktail room license.
 
Section 6 (S.F. 2375, Reinert) allows a taproom to make on-sales on Sundays.
 
Section 7 is a conforming change to Section 5.
 
Sections 8 and 9 (S.F. 2029, Reinert) allow small brewers and brewpubs to sell and refill any growler.
 
Section 10 (S.F. 2604, Saxhaug) allows home brew to be removed from where made for organized affairs, exhibitions, or competitions under certain specified conditions.
 
Section 11 (S.F. 2090, Dahle) increases the production limit of a farm winery to 75,000 gallons.
 
Section 12 (S.F. 2090, Dahle) allows a farm winery to store wine and distilled spirits in a noncontiguous warehouse location.
 
Section 13 (S.F. 2090, Dahle) allows a farm winery to source bulk wine or distilled spirits if a wholesaler is unable to provide it.
 
Section 14 (S.F. 2335, Benson) authorizes a sacramental wine license for bona fide religious book or supply stores.
 
Section 15 authorizes on-sale licenses for the American Swedish Institute (S.F. 1703, Hayden) and the Minneapolis Institute of Arts (S.F. 2566, Hayden).
 
Section 16 (S.F. 2675, Jensen) eliminates the food service requirements for a wine license and increases the percentage of alcohol allowed for wines served.
 
Section 17 (Pappas amendment) allows revocation or suspension of a liquor license if the licensee has failed to comply with the law relating to operation of the licensed establishment.
 
Section 18 (S.F. 2675, Jensen) allows for the premixing of cocktails by a licensee pursuant to specified conditions.
 
Section 19 (S.F. 2332, Metzen) increases the number of malt liquor samplings (to 12 from 5) that can be conducted by a retailer with malt liquor furnished by a brewer.
 
Section 20 (S.F. 1720, Hoffman) authorizes Brooklyn Park to issue an on-sale license to a wedding event center.
 
Section 21 (S.F. 1697, Wiklund) allows Richfield to issue an on-sale wine and malt liquor license for junior hockey league games at Richfield Arena.
 
Section 22 (S.F. 2346, Metzen) allows for expanded bar hours until 4:00 a.m. in Hennepin County for the Major League Baseball All-Star game.
 
Section 23 (S.F. 1809, Latz) allows an on-sale license to be issued for a golf course and community center in Golden Valley.
 
Section 24 (S.F. 2156, Dahle) removes the sunset for alcohol service at TCF Bank Stadium.
