Section 1 removes the requirement that a highway construction project on a connector highway in an adjoining state shall not exceed one mile in length.
Section 2 removes the requirement that a highway construction project to be done by the authorities of an adjoining state on a connector highway in Minnesota shall not exceed one mile in length.
Section 3 broadens the conditions under which the Department of Transportation may allow a one-week advertisement for bids on road repair and restoration projects. In addition to current language allowing for the one-week period for projects related to spring breakup damage, this section adds projects related to:

the freeze-thaw cycle;

floods;
-
other sudden natural phenomenon or man-made disasters; or
-
prevention of damage from floods or other natural phenomenon.
This section also removes the requirement that these advertisements be mailed to interested contractors.
