Section 1 states that the appropriations made in this bill are added to the appropriations in Laws 2013, Chapter 117 (the 2014-15 transportation budget).  Unless otherwise stated, the appropriations are made from the general fund and do not add to the base appropriation for the same purpose.

Section 2, Subdivision 1 summarizes appropriations to the Department of Transportation.

Subdivision 2, paragraph (a) appropriates $650,000 in FY 2015 for greater Minnesota transit providers.

Paragraph (b) appropriates $10 million in FY 2015 for highway grade crossing safety improvements related to transport of oil or other hazardous material.

Paragraph (c) appropriates $6 million in FY 2015 for the Safe Routes to School program for capital infrastructure project grants to schools.

Paragraph (d) appropriates $500,000 in FY 2015 for port development assistance.

Subdivision 3, paragraph (a) appropriates $10 million for expenses related to winter repair of state roads.

Paragraph (b) appropriates $5 million for purposes of the regular state road construction program.

Paragraph (c) appropriates $10 million for the Transportation Economic Development program.

Paragraph (d) appropriates $30 million for the Corridors of Commerce program of which up to $5.1 million can be used for program delivery.

Subdivision 4, paragraph (a) appropriates $1.2 million for deposit into the county state-aid highway fund for expenses related to winter repair of roads in small cities, which is defined for this paragraph as cities with populations less than 5,000 that are not eligible for state-aid.

Paragraph (b) appropriates $1.2 million for deposit into the town road account in the county state-aid highway fund for expenses related to winter repair of roads in towns.

Paragraph (c):

  • transfers $22 million to the county state-aid highway fund, to be allocated to Anoka, Carver, Dakota, Scott and Washington counties, according to current law distribution for distribution of motor vehicle leasing sales tax revenues to counties;
  • transfers $11.5 million to the county state-aid highway fund for distribution to counties, of which at least $3.816 million is to be used for winter road repair; and
  • transfers $3.5 million to the municipal state-aid street fund for distribution to cities, of which at least $1.184 million is to be used for winter road repair.

Section 3, Subdivision 1 summarizes appropriations to the Metropolitan Council.

Subdivision 2 appropriates $14.5 million for development of transitway capital projects, which must be jointly selected by the council and the Counties Transit Improvement Board.

Subdivision 3 appropriates $4.35 million to replacement transit providers in the metro area.

Section 4 allows the Commissioner of Transportation to request a transfer of up to $6 million to the Stillwater lift bridge endowment account.

Section 5 transfers $2.5 million to the railroad safety account in the special revenue fund.
