S.F. No. 1776 - Executive Branch Advisory Groups (First Engrossment)

Author: Senator Katie Sieben

Prepared By: Stephanie James, Senate Counsel (651/296-0103)

 Overview

In 2013, the legislature assigned to the Legislative Commission on Planning and Fiscal Policy (LCPFP) the biennial duty to compile a list of executive branch advisory groups created in statute.  The LCPFP was invited to develop a schedule of review of advisory groups and make recommendations on the continuing need for certain advisory groups and on any changes in laws that were needed to improve efficiency and effectiveness of groups.

The LCPFP conducted a review of executive branch groups in the months that preceded the 2014 session.  The result of their work is reflected to a substantial degree in this bill that amends laws governing executive branch advisory groups. Most of the changes in this bill repeal advisory groups or statutory references to those groups. Advisory groups not included in this bill generally will continue in existence under the current laws, some of which provide expiration dates specific to an advisory group.

This bill repeals Minnesota Statutes, section 15.059, subdivision 5, which provided that some executive branch advisory groups expired on June 30, 2009.

This bill is divided into articles, by subject matter.  Each of these articles was the subject of a separate bill that has traveled through relevant policy committees before referral to State and Local Government.  This chart maps the articles of this bill to the subject-specific “mini-bills.”
