Authorizes a $500 income tax credit for qualified volunteer firefighters, volunteer ambulance attendants, and volunteer emergency medical responders who have served in that capacity for more than one calendar year.  Provides a policy statement for the credit.  As proposed to be amended, this bill would be effective beginning tax year 2014.
