Section 1 defines "primary driving supervisor" in the driver's license chapter of statutes as a person who meets certain requirements and supervises an under-18 instruction permit holder.
Section 2 allows an applicant for an instruction permit to submit a certification, signed by a driver education instructor, stating that a primary driving supervisor has completed the supplemental parental curriculum. This section is effective January 1, 2015.
Section 3 authorizes the Commissioner of Public Safety to conduct rulemaking. This language is identical to current language stricken in section 2. This section is effective January 1, 2015.
Section 4 amends the requirements for an instruction permit holder to obtain a provisional license. The current requirement of 30 hours of supervised driving, with a minimum of ten nighttime hours, is changed to either 40 or 50 supervised hours and 15 nighttime hours. If the applicant was supervised by a primary driving supervisor who completed the parental education curriculum, the requirement is 40 hours. If applicant was supervised by someone who did not complete the parental class, the requirement is 60 hours. The applicant must submit a supervised driving log to the commissioner. This section is effective January 1, 2015.
Section 5 directs the Commissioner of Public Safety to establish an optional parental curriculum by July 1, 2014, for driver education programs at public schools, private schools, and commercial driver training schools. Each school must offer this curriculum, which must be at least 90 minutes in length and be provided by a driver education instructor. The curriculum must cover graduated driver licensing, novice driver risks and other related subjects. This section is effective the day after final enactment.
