This bill makes changes and clarifications to the requirements and process for certification as a veteran-owned small business that is entitled to preferences, elsewhere in statute, of up to six percent when bidding on state contracts.

Section 1 [Veteran-Owned Small Business] clarifies that any veteran-owned small business can take advantage of a preference of six percent in bidding on state contracts, if the business is certified under a specified procedure.

Section 2 [Eligibility; Rules] specifies that the Commissioner of Administration will certify veteran-owned small businesses under a procedure in existing rule until the Department of Administration adopts new rules for certifying veteran-owned small businesses.
